Evans Environmental Consulting (EEC) was created by Edward and Kathy Evans who recognized the need for high-quality consulting at a lower cost. Experience

Edward is a Certified Hazardous Materials Manager (CHMM), South Carolina Level B Well Driller, South Carolina Department of Environmental Services (SCDES) Certified Erosion Prevention and Sediment Control Inspector, and 40-Hour Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) trained.

He has conducted numerous Phase I Environmental Site Assessments (ESAs) on residential and commercial properties from less than one acre to thousands of acres, including complex industrial properties. A large number of these Phase I ESAs led to Phase II assessments of soil, groundwater, and/or soil gas, many of which were conducted under state Brownfields Programs.

He has completed multiple Underground Storage Tank (UST) assessments, including Initial Groundwater Assessments (IGWA), Tier I, Tier II assessments, and UST closure assessments as well as erosion prevention and sediment control inspections.

Our Consulting Work

Based upon the findings of the Phase I ESA and the planned future use of the property, the client entered into a Voluntary Cleanup Contract (VCC) with the South Carolina Department of Health and Environmental Control (SCDHEC). Conducted an extensive assessment of soil, groundwater, surface water, and sediment according to the VCC requirements over the entire property.

Underground Storage Tank (UST) sites according to SCDHEC guidelines. The assessments included initial groundwater assessments (IGWAs), Tier I and II assessments, and closure assessments.

Groundwater data indicated a potential vapor intrusion issue which subsequent soil gas sampling results confirmed.

Coordinated multiple aggressive fluid vapor recovery (AFVR) events in an effort to remove free-phase petroleum product (free product) from the subsurface. Worked closely with the school district and the SCDHEC to develop a surfactant injection pilot study. With the success of the pilot study, continued to utilize surfactant injections to remove free product.

The assessed areas bordered industrial facilities and petroleum storage sites.

The historical review included multiple analytical reports concerning previous soil and groundwater sampling events as well as droves of data accumulated during almost fifty years of port operation. Helped to enter the site into the SCDHEC VCP.

The subject property included commercial, residential, and rural areas with environmental concerns ranging from past agricultural uses to modern-day dry cleaners and retail petroleum stations.
